Situation of electricity-intensive industries in Spain
9.2.2021
Question for written answer E-000796/2021
to the Commission
Rule 138
Sira Rego (The Left)
Energy-intensive industries account for more than half of Europe’s industrial energy consumption. They are a strategic sector for growth, jobs and the future of the Union. Despite its importance and the significant changes brought about by the European Green Deal, it lacks an effective protection framework at EU level.
In the case of Spain, electricity-intensive industries are being strongly affected by the asymmetries promoted by the Commission’s restrictive policies and the constraints they impose on the development of aid policies.
While there have been initiatives such as the High Level expert Group on energy-intensive industries[1] or the Master Plan for EU Energy-Intensive Industries[2], these have not solved the underlying problem. In light of the foregoing:
- 1.Does the Commission intend to develop a ‘European Statute for Electricity-Intensive Consumers’ to ensure a homogeneous and competitive framework for all European industry?
- 2.What measures does the Commission intend to take to prevent the asymmetries in this sector being caused by industrial plant relocations and closures in Spain?
- 3.What limitations have been imposed on Spain by the Commission as regards the implementation of Royal Decree 1106/2020[3]?
