Impact statement for regulations affecting goods covered by the Protocol on Ireland and Northern Ireland

On Friday 29 January 2021, the Commission proposed invoking Article 16 of the Protocol on Ireland and Northern Ireland to address vaccine exports. This highlighted the fragile nature of the compromise that is the protocol. In this regard, I welcome the letter sent to the Irish delegation of the European People’s Party by President Von der Leyen, in which she stated that the Commission is committed to working tirelessly in order to make the protocol function properly.

The protocol requires the UK Government to implement and enforce EU goods standards within any part of the UK, and to prevent goods entering that part of the UK if they do not comply with EU standards. As standards diverge, further barriers to trade will emerge between Northern Ireland and the Republic of Ireland on the one hand and Great Britain on the other.

Therefore, considering the ramifications, will the Commission include a ‘Protocol on Ireland and Northern Ireland impact statement’ for regulations that affect goods covered by the protocol?
