Lock+\TM\ Hydro Friends Fund XXXI, LLC; Notice of Preliminary
Permit Application Accepted for Filing and Soliciting Comments, Motions
To Intervene, and Competing Applications
On September 12, 2019, Lock+\TM\ Hydro Friends Fund XXXI, LLC,
filed an application for a preliminary permit, pursuant to section 4(f)
of the Federal Power Act (FPA), proposing to study the feasibility of
the Beltzville Dam Hydropower Project to be located at the U.S. Army
Corps of Engineers' (Corps) Beltzville Dam on Pohopoco Creek in Carbon
County, Pennsylvania. The sole purpose of a preliminary permit, if
issued, is to grant the permit holder priority to file a license
application during the permit term. A preliminary permit does not
authorize the permit holder to perform any land-disturbing activities
or otherwise enter upon lands or waters owned by others without the
owners' express permission.
The proposed project would consist of the following: (1) A new 30-
foot-wide, 30-foot-deep, 160-foot-tall modular frame structure to be
installed at the intake for the outlet pipe adjacent to the outlet
tower, containing two turbine-generator units with a rated capacity of
475 kilowatts each; (2) a new switchgear and control room located in
the modular structure; and (3) a new 13-kilovolt transmission line
connecting the modular structure with a nearby existing electrical
grid. The proposed project would have an annual generation of 4,150
megawatt-hours.
