The EU Disability Card is one of the flagship initiatives of the European strategy on disability. The European Parliament and organisations representing people with disabilities have stressed on many occasions the importance of the card and the success of the pilot project currently taking place in eight countries. We all welcome the Commission’s plans to offer the card to all Member States by 2023. However, what exactly the card will cover is unclear.
- 1.Will the card continue to apply only to recreation, culture and sport, or will it extend to transport, for example, as requested by this Parliament and people with disabilities?
- 2.The Commission stated that it ‘will work with Member States’ on the mutual recognition of disabilities across the EU. Will the disability card be a means to achieve this recognition?
- 3.Does this mean that there will be a sound legal basis for this card?
