Draft law on vaccine passports

The Commission has announced that it will issue a draft law on vaccine passports, which will include information on COVID-19 vaccination status and test results[1].
- 1.Can the Commission state how every aspect of the proposal relates to its competences, the socio-economic wellbeing of EU citizens, the national, international and European fundamental rights and freedoms and various authoritative soft law instruments such as Resolution 2361 (2021) of the Parliamentary Assembly of the Council of Europe, which states that no one should be pressured or discriminated into getting vaccinated?
- 2.Can it provide an exhaustive list of all the possible impacts that the proposal may have, in particular any consequences (e.g. discrimination, exclusion or loss of wellbeing) that the proposal may have on EU citizens that, for any reason whatsoever, have not been vaccinated and/or tested? Can it state what steps it has taken and will take to ensure that the draft law will have no negative impacts?
- 3.Can it ensure full transparency and disclosure of all (un)published data, in any form whatsoever (e.g. internal and external correspondence and preparative work), regarding every aspect of this proposal, in particular any potential legal and factual consequences?
