Renewable energy infrastructure in Aragon

The random, piecemeal deployment of renewable energy infrastructure on a massive scale in various parts of Aragon is causing serious harm to the landscape and the economy. The damage may be irreparable if criteria which reflect a holistic, joined-up approach are not applied immediately.

Article 8 of Directive (EU) 2019/944 stipulates that for the construction of new generating capacity in the single market, Member States must adopt an authorisation procedure which includes land use as a criterion.

In Aragon, some 200 wind and solar plants are in operation or have been authorised, and dozens more projects are being assessed or planned. Some of these are having an impact on the Natura 2000 network, unique environments, traditional activities and sustainable tourism; others are affecting local residents and biodiversity.

Biodiversity conservation is a priority EU policy established by binding Directives 92/43/EEC and 2009/147/EC, which should be regarded as being equal in importance to the directives promoting renewable energy.

What measures will the Commission take to ensure that the Government of Aragon complies with binding Directives (EU) 2019/944, 92/43/EEC and 2009/147/EC, in order to prevent the piecemeal deployment of renewable energy infrastructure, ensure that a holistic approach is taken and guarantee appropriate land use, the protection of biodiversity and cumulative impact assessment?
