National recovery plans and the Commission’s assessment

The Member States are required to submit their completed National Recovery and Resilience Plans (NRRPs) to the Commission by the end of April 2021. These plans aim to bring about a post-pandemic economic and social recovery and to enable investments focused on green and digital development.
As part of the NextGenerationEU instrument, the NRRP is widely seen in Poland as a potentially positive stimulus for the country’s economic and social development; it has also become a topic in the political debate. A large part of the democratic opposition fears that the NRRP and the resources associated with it will not be distributed fairly and may become a financial and political weapon in the hands of the current government.
Could the Commission please answer the following questions:
- 1.When assessing NRRPs, will the Commission ensure that funds in Member States are distributed fairly between towns and villages, and that they go to those regions which really need them most, regardless of the political persuasion of the local authorities?
- 2.What will happen if a plan submitted by a Member State is rejected?
- 3.How much time will the Member States have to make any adjustments to their NRRPs?
