Directive (EU) 2019/944 on common rules for the internal market for electricity is essential for accelerating the energy transition and achieving our climate goals. The provisions of this directive are critical for unlocking the transformative potential of social innovations such as ‘citizen energy communities’ to decarbonise the energy system. These communities can be virtual and non-local, and involved in the production, consumption, distribution or storage of electricity, including in the transport sector. Offering these services is crucial for mainstreaming a citizen-centred and just transition process. The transposition of the directive was supposed to be completed by 31 December 2020, but is seriously lagging behind in several Member States, including Portugal.

Is the Commission monitoring the delays in the national transposition of this directive, and could infringement procedures be opened?
