SMALL BUSINESS ADMINISTRATION
Reporting and Recordkeeping Requirements Under OMB Review
AGENCY: Small Business Administration.
ACTION: 30-Day notice.
-----------------------------------------------------------------------
SUMMARY: The Small Business Administration (SBA) is publishing this
notice to comply with requirements of the Paperwork Reduction Act (PRA)
requires agencies to submit proposed reporting and recordkeeping
requirements to OMB for review and approval, and to publish a notice in
the Federal Register notifying the public that the agency has made such
a submission. This notice also allows an additional 30 days for public
comments.
DATES: Submit comments on or before June 3, 2020.
ADDRESSES: Comments should refer to the information collection by name
and/or OMB Control Number and should be sent to: Agency Clearance
Officer, Curtis Rich, Small Business Administration, 409 3rd Street SW,
5th Floor, Washington, DC 20416; and SBA Desk Officer, Office of
Information and Regulatory Affairs, Office of Management and Budget,
New Executive Office Building, Washington, DC 20503.
FOR FURTHER INFORMATION CONTACT: Curtis Rich, Agency Clearance Officer,
(202) 205-7030 [email protected].
Copies: A copy of the Form OMB 83-1, supporting statement, and
other documents submitted to OMB for review may be obtained from the
Agency Clearance Officer.
SUPPLEMENTARY INFORMATION: This collection is essential to the Agency's
mission because if SBA designates an area as a Governor-designated
covered area, based on the information provided by the State Governor,
additional small businesses may become eligible for certification as
HUBZone small business concerns, which in turn will provide them with
more contracting opportunities. These additional contracting
opportunities create incentives for individuals to start small
businesses and allow existing small businesses to grow. SBA has taken
all practicable steps to consult with interested agencies and members
of the public to minimize the burden of this information collection.
SBA intends to make available on its website a list of the areas within
each State that meet the statutory definition of ``covered area''
according to the most recent Bureau of the Census data. This will
minimize the burden on State governments by eliminating the need to
gather this data and do the necessary analysis to determine which areas
may meet the definition of ``covered area.''
Finally, pursuant to 5 CFR 1320.13(d), SBA also requests a waiver
from the requirement to publish a 60-day notice in the Federal Register
requesting comments on this information collection. SBA will publish
the required notice as part of the standard submission process before
the emergency approval expires.
