The Directive of the European Parliament and of the Council on summer-time arrangements anticipated the need for a common date and time for the beginning and end of summer-time arrangements to be established throughout the Community.

The Commission initially proposed putting an end to the biannual changing of clocks, i.e. discontinuing the switch between winter and summer time, meaning that the clocks wouldn’t go forward an hour in March or back an hour in October. In order to avoid divergent practices in the single market, it is up to each Member State to decide whether it wishes to maintain permanent summer or permanent winter time and to inform the European Commission accordingly.

Will the adopted proposal materialise, i.e. at what stage is the implementation of the Directive and the setting of the changing of clocks from winter to summer and vice versa?
