The Commission condemns all forms of discrimination and intolerance. On 18 September 2020, it adopted its EU anti-racism action plan 2020-2025[1] and, on 19 March 2021, it organised a Summit Against Racism to address the implementation of the anti-racism action plan at various levels[2].

EU action to fight this phenomenon comprises various measures, including EU legislation, in particular the Racial Equality Directive[3] — which, however, does not include in its scope acts by police officers — and the framework Decision on combating Racism and Xenophobia[4]. Guidance to ensure the effective implementation of legislation is provided to national authorities through the High Level Group on combating Racism and Xenophobia[5]. Training of law enforcement and equality data collection are amongst the priority areas of this Group’s work.

The action plan further envisages a dialogue with stakeholders, including organisations representing affected communities. Targeted measures are combined with equality mainstreaming into all EU policies, legislation and funding programmes. Member States are encouraged to adopt national action plans against racism and racial discrimination by end 2022. The Commission will report on their evaluation by end 2023.
