History: The Hopkins Library, located at 22 11th Avenue North, Hopkins, Minnesota, is a busy, well-used library serving residents in the Hopkins area. Facility condition assessments identified several significant asset preservation needs, including:

•  Replacement of the existing built-up asphalt roof which is nearing the end of its useful life. The 12,500 square foot roof will be replaced with a new 30 year warranted fully adhered rubber membrane roof.
• Replacement of an existing roof-top condensing unit and associated coils and piping, also nearing the end of its useful life. The replacement cooling unit will be a like and kind replacement and will include replacement of the cooling coils within the building’s air handling system.
• Reconstruction of the existing parking lot. The work will modify the existing entry drive, replace broken and damaged curbs, replace the asphalt surface and subgrade, improve the accessible parking stalls, replace the trash enclosure, and replace the existing light fixtures with new LED fixtures.

These items have been combined into a single preservation project.

Through a best value procurement process, a Request for Proposals was released on May 11, 2021. Six proposals were received. Based on the results of interviews with the proposers’ key staff, Donlar Construction Company, received the highest score, based on its cost, written submittals and interview. Staff believes that Donlar Construction Company represents the best value to the county and recommends that it be awarded this contract.

The goals are as follows:

The required building closure will occur this fall and will last approximately eight weeks.

Current Request: This is a request to award Contract 5197A1 to Donlar Construction Company for the Hopkins Library Preservation Refurbishment project (Capital Project 1002168, Sub-project 1008506), in the amount of $580,997. 

Impact/Outcomes: This project’s outcome is to maintain and preserve a valuable county asset for public use. The board action request aligns with Hennepin County disparity reduction efforts by supporting access to the county’s library resources and providing small business and workforce inclusion goals during the construction phase.
