Public Hearing
Notice is hereby given that on April 7th, 2025, at 7:00 P.M., the Rogers Planning Commission will hold a public hearing concerning an application for a Variance Request for the parcel located at the 13510 Rogers Drive; Lot 2, Block 1, Walter Dehn Commerce Center 2nd Addition.
The applicant, T5 Rogers, LLC, is requesting consideration for a variance related to the required parking setbacks and impervious surface requirements. The proposed development includes repurposing of the existing building for new users and a small building addition and parking addition. If approved, the request would reduce the side yard parking setback from the required 20 feet to 0 feet and impervious surface from the required 65% to 86%.
All interested parties are invited to attend the public hearing at which time you will be given the opportunity to express comments on the project.
Written testimony will also be accepted at the public hearing. Written comments may be submitted to Rogers City Hall, 22350 South Diamond Lake Road, or emailed to the City Planner. Public Hearing
Notice is hereby given that on April 7, 2025, at 7:00 P.M., the Rogers Planning Commission will hold a public hearing concerning an application for a Planned Unit Development and Preliminary Plat for a residential development involving three parcels PIDs: 2112023240005, 2112023130004, and 2112023110003 (parcels generally located along the east side of Cowley Lake).
The applicant, Rachel Development, is requesting consideration for a Planned Unit Development and Preliminary Plat called Cowley Lake Preserve which would deviate from the standard R2 district requirements related to lot sizes and setbacks for a 169-unit Single-Family Development.
All interested parties are invited to attend the public hearing at which time you will be given the opportunity to express comments on the project.

The applicant, Creative Lawn and Landscape, is requesting consideration for a Conditional Use Permit for outdoor storage related to the landscape business.
All interested parties are invited to attend the public hearing at which time you will be given the opportunity to express comments on the project.

On Monday, April 7, 2025, the Rogers Utilities Department will begin hydrant flushing as part of its routine maintenance. This process aids to: (1) verify proper operation of the hydrants; (2) evaluate available water flow to the hydrants; and (3) remove any sediment build-up from the water lines.
Flushing will be done between 7 a.m. and 5 p.m., weekdays only, and will take approximately 5 weeks to complete. During this time, you may experience temporary pressure changes and discolored or odorous water which can be remedied by flushing cold tap water on high volume in a laundry tub or outside spigot for approximately 15 minutes or until the water runs clear and the odor subsides.

AN ORDINANCE GRANTING TO NORTHERN STATES POWER COMPANY, A MINNESOTA CORPORATION, D/B/A XCEL ENERGY, ITS SUCCESSORS AND ASSIGNS, PERMISSION TO CONSTRUCT, OPERATE, REPAIR AND MAINTAIN IN THE CITY OF ROGERS, MINNESOTA, AN ELECTRIC DISTRIBUTION SYSTEM AND TRANSMISSION LINES, INCLUDING NECESSARY POLES, LINES, FIXTURES AND APPURTENANCES, FOR THE FURNISHING OF ELECTRIC ENERGY TO THE CITY, ITS INHABITANTS, AND OTHERS, AND TO USE THE PUBLIC GROUNDS AND PUBLIC WAYS OF THE CITY FOR SUCH PURPOSES, AND PRESCRIBING CERTAIN TERMS AND CONDITIONS THEREOF
The City Council of the City of Rogers hereby ordains the adoption of Ordinance 2024-0X, Northern States Power Company, a Minnesota corporation, d/b/a Xcel Energy Franchise Ordinance Superseding and Repealing Ordinance 2004-14. The ordinance grants the franchise to Northern States Power Company, a Minnesota corporation, d/b/a Xcel Energy, establishes terms for location and relocation of electric facilities, tree trimming, indemnification of the city and maintains the right to charge a franchise fee. This ordinance shall have full force and effect upon its passage and publication.

The City of Rogers has completed and submitted our service line materials inventory to the Minnesota Department of Health. The service line inventory is publicly available, and you can check the materials for your service line by visiting the Lead Inventory Tracking Tool (LITT) at https://maps.umn.edu/LSL/ you may also contact us at the City of Rogers Public Works at 763.428.8580. A link to the Rogers inventory is also available here.
To complete the service line inventory our system the city thoroughly reviewed building inspection records, private development record drawings, public improvement record drawings, historic construction materials specifications and visual inspections as needed.
As of 10/1/2024, our inventory of 4,107 service lines contains no lead and no galvanized services requiring replacement, 3 of unknown material, and 4,104 non-lead service lines. Notices have been sent to the 3 unknown service line material owners and further inspections will be made to determine the type of unknown material.
