Delegation to the 31st plenary session of the ACP-EU Joint Parliamentary Assembly (JPA)

13-15 June 2016
The 31st plenary session of the ACP-EU Joint Parliamentary Assembly (JPA) will take place in Windhoek, the capital of Namibia, in Southern Africa, from 13 to 15 June 2016. The session will be opened formally by the EP delegation Vice-President Michèle Rivasi replacing Co-Chair Louis Michel for the European Parliament, and Co-Chair Netty Baldeh (Gambia) for the ACP.
The JPA 31st session in Windhoek, Namibia will be the opportunity for more than 30 MEPs to discuss with their counterparts for the ACP countries on the future of the partnership between the EU and ACP countries after 2020. The Cotonou partnership agreement, which governs relations between the ACP countries and the EU will expire in the year 2020. The Assembly will also debate and vote on three resolutions on continental area of free trade in Africa, on migration between ACP countries and Member States of the Union, and on improved participatory governance through decentralization. Two urgent topics will be discussed and concluded by resolutions: the pre-electoral and security situation in the Democratic Republic of Congo, and the rape and violence against women and children in armed conflicts.

Annual session of the parliamentary conference on the WTO “What future for the WTO?”

13 and 14 June
A delegation of ten MEPs, led by EP Trade committee chair Bernd Lange (S&D,DE), will be in Geneva to present their vision on future of the world trade agenda in annual session of the parliamentary body of the World Trade organization (WTO). World’s trade parliamentarians’ sessions are co-organized by the Inter-Parliamentary Union and the European Parliament.
The riddles of the WTO dispute settlement system, trade as a vehicle of social progress and in how to make trade work for the development are among the issues to be debated by parliamentarians from 57 countries and the World Trade organization’s leadership, civil society organizations.
The European Parliament is among ones with the most far-reaching influence on shaping trade policy, however, any deal resulting from intergovernmental trade talks, in most cases democracies, needs approval from the directly elected representatives of people.

Looking at Industry 4.0 together with the impact on industry of robotics and big dataBrussels, Jòzsef Antall, 4Q2
The Industry, Research and Energy Committee will hold a public hearing which will delve into the implications of the digital technologies and their impact on industry, particularly that of Robotics and Big Data. It would explore what lies ahead, how this new industry in which everything is linked will develop in the future, the potential scenarios and required legislation, as well as the impact it will have on all related industries energy, transport and citizens. Different aspects of the Big Data topic will also be addressed.

Impact of recent migration flows on implementation and revision of the Common European Asylum SystemBrussels, Altiero Spinelli, 3E2
The aim of the hearing, organised by the Civil Liberties, Justice and Home Affairs Committee, is to review the implementation of the Common European Asylum System (CEAS), in particular in the light of the present refugee crisis, and to analyse the proposals for reform with a view to an improvement in responsibility sharing, the reception of people in need of international protection and the management of migration flows.

Organised by the Women's Rights and Gender Equality Committee, MEPs and invited experts will evaluate the main aspects related to gender equality in the countries covered by the European Neighbourhood Policy and how the EU policies and financial instruments contribute to its promotion. The hearing serves as a preparation for the report 2016/2060 (INI) drafted by Mariya GABRIEL (EPP, FR).

Organised by the the Committee on Legal Affairs in association with the Delegation to the EU-Ukraine Parliamentary Association Committee, the European Commissioner for Justice, Consumers and Gender Equality, Věra JOUROVÁ will make introductory remarks at this hearing which will bring together Ukrainian civil society representatives and public leaders, including Pavlo PETRENKO, Justice Minister, Deputy Speaker Oksana SYROID and Prosecutor General Yuriy LUTSEKNO..

The role of the European Union in international organisations including the United NationsBrussels, Altiero Spinelli, 1G3
Organised by the Constitutional Affairs Committee in association with the Committee on Foreign Affairs, MEPs will discuss with legal experts the situation of legal instruments providing unanimity and conformity of actions of the EU and the Member States taken within international organisations. MEPs will also discuss EU multilateral diplomacy in practice with a representative of the European External Action Service (EEAS).

The importance of fisheries for women in third countriesBrussels, Altiero Spinelli, 3E2
The committee on Fisheries, in association with the committee on Development and the Women's rights committee, will hold a hearing on the importance of fisheries for women in third countries and the special role they can play in different socio-economic situations. The hearing will deal with the working conditions women are facing in different regions of the world and the social responsibilities they have to assume in a world of ongoing changes and new challenges. It will examine different legal aspects that are reflected in their everyday life, their contribution to social development and food security and the role they can play in fisheries related economy such as eco-tourism and small fisheries.

EU trade policies and the sustainability of the global value chainsBrussels, Altiero Spinelli, 3G-3
INTA Members will debate at the public hearing with experts from the OECD, businesses, trade unions and civil society to find ways for trade policies to support the sustainable and inclusive economic growth in the context of the global value chains.
International production, trade and investments are increasingly organized within global value chains (GVCs) where the different stages of the production process are located across different countries. This challenges the conventional policies and new approaches are needed to ensure that increased growth and productivity resulting from the participation in GVCs does not come at the expense of core labour, social and environmental standards and human rights. -
Evaluating the contribution of the European Structural and Investment FundsBrussels, Jòzsef Antall, 4Q1
Members of the Regional Development committee will hold a public hearing to discuss with experts the lessons learnt from the negotiation of the partnership agreements and of the operational programmes, the implementation of the new cohesion policy regulations in practice, the environmental and climate dimension of the cohesion policy and the challenges brought by the agreements and the programmes for the 2014-2020 programming period.

Workshop on common minimum standards of Civil Procedure in the EU: the way forwardBrussels, Altiero Spinelli, 1G2
This workshop, being held by the Committee on Legal Affairs, relates to the legislative initiative report 2015/2084(INL), rapporteur Emil RADEV (EPP, BG) on the same topic.
Civil procedure provides the means for the enforcement of the substantive rights and duties of legal subjects in legal proceedings.
The workshop will bring together Members of the European Parliament and a number of experts, practitioners, academics and stakeholders with a view to discussing the question of the convergence of civil procedure in Europe through the creation of minimum standards in EU law. It will also offer the possibility to present the findings of a recent European Added Value Study conducted by the Research Service of the European Parliament regarding the policy options and the scope of EU competences to harmonise civil procedures in the EU.
The Commission, the European Law Institute, the European Network of Councils for the Judiciary, the Hague Conference on Private International Law as well as representatives of legal professions and businesses will offer their views on this matter.

The situation of fundamental rights in the EU in 2015Brussels, Jòzsef Antall, 4Q2
The objective of this hearing, organised by the Civil Liberties and Justice Affairs Committee is, within the context of the reports on fundamental rights presented by the Fundamental Rights Agency and the initiatives by the European Commission and the Council of the European Union, to contribute to the ongoing dialogue on the mechanisms and methods to better safeguard the fundamental rights of persons in the Union.
In its resolution of 8 September 2015 on the situation of fundamental rights in the European Union (2013-2014), Parliament reiterated that it is essential for the European Union, its institutions and the Member States to guarantee the respect and the promotion of the common European values listed in Article 2 of the Treaty on European Union (TEU) and in the EU Charter of Fundamental Rights, both in European and national legislation, public policies and their implementation, while fully respecting the subsidiarity principle.

High-Level Panel at European Development Days – "Education in Emergencies"

On Thursday, 16 June, from 14:30-16:00, the Development Committee will host a High-Level Panel on "Education in emergencies".The panel will highlight the need for a shift in global approaches and ambition to respond more efficiently to the education needs of the millions of children and young people affected by emergencies and protracted crises.Panellists, including MEPs, former Australian Prime Minister Julia GILLARD, UNRWA Commissioner General Pierre KRÄHENBÜHL and the former minister for education of Haiti Nesmy MANIGAT, will analyse how humanitarian and development actors can better collaborate and work together with governments of affected countries to ensure access to quality education in safe learning environments.The panel will also discuss the need for a shift towards predictable multi-annual funding to meet needs more effectively in protracted crises.A video recording of the panel will be available on the EDD website.
