FEMA Releases Supply Chain Resilience Guide

Today, FEMA released the "Supply Chain Resilience Guide".  The guide provides emergency managers with recommendations and best practices on how to analyze local supply chains and enhance supply chain resilience using a five-phased approach.

 

Every day, individuals and families routinely receive critical goods and services such as water, food, pharmaceuticals, medical goods, power, and fuel from healthy, functioning supply chains. However, in times of disaster, even supply chains that were previously functioning well can experience significant disruption, generating acute life-safety challenges and quickly turning a disaster into a catastrophe. Supply chains that effectively adapt to disasters greatly benefit the community and its lifelines and can reduce the need for a larger response and recovery operation.

 

Although the private sector operates and maintains the majority of supply chains, emergency managers can play a critical role in enhancing supply chain resilience by fostering greater awareness and collaboration among key supply chain players and promoting actions to strengthen supply chain resilience. They must also be aware of supply chain vulnerabilities and potential impacts to the community and its lifelines, so they can develop effective emergency response plans and operate efficiently in times of disaster.

 

The Supply Chain Resilience Guide can be found on FEMA’s website at https://www.fema.gov/plan. The guide also identifies how emergency managers can use information from the supply chain resilience process to support restoration of supply chains and inform development or refinement of logistics plans or annexes, following the six-step process described in "Comprehensive Preparedness Guide (CPG) 101: Developing and Maintaining Emergency Operations Plans".


DHS Announces FY 2019 Preparedness Grants Funding Opportunities

Last week, the Department of Homeland Security announced the release of 2019 Notices of Funding Opportunity for eight DHS preparedness grant programs.

 

These programs provide $1.7 billion in funding to state, local, tribal, and territorial governments, as well as transportation authorities, nonprofit organizations, and the private sector, to improve the nation’s readiness in preventing, protecting against, responding to, recovering from and mitigating terrorist attacks, major disasters and other emergencies. The grants reflect Department focus on funding for programs to address our Nation’s immediate security needs and ensure public safety in our communities.

 

The FY 2019 grant guidance will continue to focus on the nation’s highest risk areas, including urban areas that face the most significant threats. For FY 2019, the Urban Area Security Initiative (UASI) will enhance regional preparedness and capabilities by funding 31 high-threat, high-density urban areas.

 

Consistent with previous grant guidance, dedicated funding is provided for law enforcement and terrorism prevention throughout the country to prepare for, prevent and respond to pre-operational activity and other crimes that are precursors or indicators of terrorist activity.

 

Grant recipients are encouraged to use grant funding to maintain and sustain current critical core capabilities through investments in training and exercises, updates to current planning and procedures, and lifecycle replacement of equipment.  New capabilities that are built using homeland security grant funding must be deployable if needed to support regional and national efforts.  All capabilities being built or sustained must have a clear linkage to the core capabilities in the National Preparedness Goal.

FEMA Releases Supply Chain PrepTalks

FEMA released two Supply-Chain themed PrepTalks from Dr. Jarrod Goentzel and Dr. Yossi Sheffi. These are the sixth and seventh PrepTalk videos released from the Sept. 6, 2018 symposium.

 

In his PrepTalk "Aligning Public and Private Supply Chains for Disaster Response," Dr. Goentzel demonstrates how the private sector has far more capacity to respond than the public sector.  He explains the role of emergency managers in supporting private sector supply chain restoration, and shows how analysis can help with strategic and tactical preparedness and operational collaboration during a crisis.  The PrepTalk, a discussion guide, and additional resources are available at www.fema.gov/preptalks/goentzel.

 

In Dr. Sheffi's prep talk, “Private Sector Resilience: It Is All In the Supply Chain,” he explains the modes of failure in supply chain networks, explores new ways to think about disruptions, and showcases a General Motors case study on the complexities of supply chain management. The PrepTalk, a discussion guide, and additional resources are available at https://www.fema.gov/preptalks/sheffi.

Prepare Financially for Disasters and Emergencies

  

Throughout the month of April, FEMA, in partnership with the Financial Literacy and Education Commission (FLEC), celebrates National Financial Capability Month with a series of social media events.  Personal financial planning helps individuals and families prepare for disasters both big and small.

 

This week join the webinar: “Money Matters: Resources for Youth in Financial Preparedness" at 4 p.m. ET on April 17.  FEMA’s Youth Preparedness Council members and stakeholders will discuss saving strategies and tips. Register for the webinar here.

Emergency Management Institute Hosts Training E-Forums

FEMA’s Emergency Management Institute (EMI) hosts “One Link, One Bridge, Many Voices” e-Forums from 3 to 4 p.m. ET each Wednesday in April. In these one-hour, moderated webinar panel discussions, EMI and the emergency management community discuss matters of interest related to emergency management and national preparedness. During the forums, participants share their experiences in an informal exchange of ideas. EMI e-Forums are free of charge and available to anyone who wishes to participate.

Reminder: National Emergency Management Advanced Academy and Executive Academy Applications Due May 31

FEMA’s Emergency Management Institute (EMI) is accepting applications until May 31 for the National Emergency Management Advanced Academy and the National Emergency Management Executive Academy.

 

The Advanced Academy is for mid-level managers with a minimum of three years of experience in an emergency management position to include government, non-profit, voluntary organization, and private sector leaders. The program consists of four resident courses conducted at the National Emergency Training Center in Emmitsburg, Md. Classes run from October 2019 to September 2020. The Executive Academy curriculum enhances strategic leadership and critical thinking for emergency management senior executives from all levels of government, non-governmental organizations, and the private sector. Ideally, candidates will have experience as senior executives of major emergency management organizations, have served on major commissions and task forces, or be responsible for decisions that have a significant effect on homeland security and emergency management policies. The Executive Academy consists of four resident sessions and a student capstone team project.
