MOTION FOR A RESOLUTION on a European Charter of Remembrance of the Holocaust and the prevention of crimes against humanity in the digital age

Motion for a European Parliament resolution on a European Charter of Remembrance of the Holocaust and the prevention of crimes against humanity in the digital age

The European Parliament,

 having regard to Rule 143 of its Rules of Procedure,

A. whereas competition between democracy and autocracy is driving the new geopolitical alignment between blocs of nations, and whereas Western political culture, established in the aftermath of the Second World War, is founded on the values of individual liberty, democracy, human rights and the rule of law;

B. whereas the atrocities of the Nazi death camps have defined the history of our continent and must serve as a constant warning for our shared future;

C. whereas the communist methods of repression are part of the same legacy of terror and abominations on our continent;

D. whereas, based on the European Union Agency for Fundamental Rights report entitled ‘Young Jewish Europeans: perceptions and experiences of antisemitism’, young Jewish Europeans are considerably more likely to have experienced antisemitic harassment or violence than older Jewish respondents; whereas the OSCE Office for Democratic Institutions and Human Rights hate crime reporting states that antisemitism is a bias-motivated crime;

E. whereas Facebook has prohibited any content that denies or distorts the Holocaust;

1. Encourages the drafting of a European action plan to prevent and combat online antisemitic content;

2. Calls on the Commission to elaborate, together with the Council of Europe, a European Charter of Remembrance of the Holocaust and the prevention of crimes against humanity in the digital age.
