Motion for a European Parliament resolution on recognition of the Republic of Artsakh
The European Parliament,
– having regard to Articles 1 and 55 of the Charter of the United Nations,
– having regard to United Nations General Assembly Resolution 2625,
– having regard to Rule 143 of its Rules of Procedure,
A. whereas the arbitrary attachment of Nagorno-Karabakh to the Soviet Republic of Azerbaijan on 4 July 1921 is a source of the tensions underlying the current conflict;
B. whereas the law of 3 April 1990 on ‘procedures for resolving problems in the event of the secession of a Soviet Republic of the USSR’ gave Nagorno-Karabakh a legal basis for secession;
C. whereas the Armenians in Nagorno-Karabakh meet all the objective criteria for group identity as defined by UNESCO, and whereas they have institutions separate from those of Azerbaijan;
D. whereas the Armenian population has been subject to discrimination, massive human rights abuses and massacres organised under the Azerbaijani administration;
E. whereas the ceasefire agreement of 9 November 2020 does not include any long-term guarantees for their protection;
1. Condemns Azerbaijan’s military aggression against Nagorno-Karabakh;
2. Calls on the Member States to officially recognise the Republic of Artsakh.
