Motion for a European Parliament resolution on granting refugee status
The European Parliament,
– having regard to the UN Convention relating to the Status of Refugees of 1951 and the Protocol thereto of 1967,
– having regard to Directive 2011/95/EU of the European Parliament and of the Council of 13 December 2011 on standards for the qualification of third-country nationals or stateless persons as beneficiaries of international protection, for a uniform status for refugees or for persons eligible for subsidiary protection, and for the content of the protection granted[1],
– having regard to Rule 143 of its Rules of Procedure,
A. whereas Europe has experienced an unprecedented influx of migrants claiming to be refugees; whereas Europe will, in the near future, reach its maximum absorption capacity;
B. whereas the UN Convention relating to the Status of Refugees is outdated and should be revised since the reintroduction of geographic limitations has become necessary in a globalised world;
1. Proposes that there should be a legal obligation to grant refugee status only to people from the European region and that, should a humanitarian crisis erupt in another part of the world, the most practical course of action would be to provide assistance within the region itself;
2. Calls for individual Member States to have the competence to grant subsidiary protection to third-country nationals from other regions in the world.
