Motion for a European Parliament resolution on the harmonisation of direct payments to farmers

The European Parliament,

 having regard to Rule 143 of its Rules of Procedure,

A. whereas direct payments to farmers in the Baltic States are the lowest in the European Union;

B. whereas one of the main objectives of the CAP, in accordance with Article 39 of the Treaty on the Functioning of the European Union, is to ensure a fair standard of living for the agricultural community;

C. whereas farmers ensure the stability of rural areas and contribute to building the future;

D. whereas preserving small-scale and family farms is one of the EU’s main objectives, and strengthening the middle class guarantees each country’s stability;

E. whereas during its Presidency of the Council, Finland proposed cutting the budget for Lithuania for the period 2021-2027 by EUR 2 billion, which would seriously damage the Lithuanian economy and agriculture and further undermine Lithuanian farmers’ competitiveness in the EU single market;

1. Calls for the harmonisation of direct payments to farmers throughout the European Union;

2. Calls on the Member States to comply with Article 39 of the Treaty on the Functioning of the European Union.
