MOTION FOR A RESOLUTION on the creation of a European database of students on mobility and the introduction of procedures for coordinating their safe emergency repatriation

Motion for a European Parliament resolution on the creation of a European database of students on mobility and the introduction of procedures for coordinating their safe emergency repatriation

The European Parliament,

 having regard to Rule 143 of its Rules of Procedure,

 having regard to the Treaty on the Functioning of the European Union, and in particular Articles 165, 166 and 168 thereof,

A. whereas, according to the Commission’s annual report, more than 850 000 people studied or trained abroad under the Erasmus+ programme in 2018[1];

B. whereas the suspension of transport services in response to the global Covid-19 pandemic has left many students on mobility stranded in a host country where they are not fully resident and face logistical hurdles and unfamiliar health systems;

C. whereas Regulation (EU) No 1288/2013 of 11 December 2013 establishing the Erasmus+ programme makes no provision for the collection and processing of students’ data in a European database or for coordinating their safe repatriation in the event of an emergency such as Covid-19;

1. Calls on the Commission to set up a European database of students on mobility and to establish procedures for coordinating their safe repatriation in the event of a Europe-wide emergency;

2. Urges the Commission to incorporate into the Erasmus+ programme mechanisms to support Member States should they need to coordinate the repatriation of students on mobility in the event of a global emergency.
