Motion for a European Parliament resolution on migration flows in Europe and relations with Turkey

The European Parliament,

 having regard to Articles 78 and 79 of the Treaty on the Functioning of the European Union,

 having regard to Special Report No 07/2018 of the European Court of Auditors,

 having regard to Rule 143 of its Rules of Procedure,

A. whereas it is the European Union’s duty to prevent and reduce illegal immigration;

B. whereas the migration crisis at the EU’s southern borders, particularly in Greece, is worsening;

C. whereas Turkey was granted in excess of EUR 9 billion in EU financial assistance under the Pre-Accession Assistance instrument from 2007 to 2020;

1. Notes that the right of asylum guaranteed by the Treaties is being abused in favour of uncontrollable immigration, which is responsible for serious problems in Greece and Bulgaria;

2. Reminds the Council of its legal obligations to ensure that the rule of law is respected and that illegal immigration is prohibited and calls on it to take all necessary measures to preserve the civil peace and security of the Member States;

3. Calls on the Commission to put an end to Turkey’s pre-accession procedure and propose to the Council that economic sanctions be imposed.
