MOTION FOR A RESOLUTION on budgetary measures to be implemented to cushion the economic impact of the spread of Covid-19 on the public finances of the Member States

Motion for a European Parliament resolution on budgetary measures to be implemented to cushion the economic impact of the spread of Covid-19 on the public finances of the Member States

The European Parliament,

 having regard to Rule 143 of its Rules of Procedure,

A. whereas, having killed thousands of people, the spread of Covid-19 has compelled most Member States to impose a general lockdown within their national territories;

B. whereas, together with the general lockdown, national governments have had to take unprecedented measures to preserve employment and help very small enterprises and small and medium-sized enterprises to overcome their cash-flow problems;

C. whereas the Commission has decided to suspend the rules on budgetary discipline which require Member States to keep their public deficits below 3% of Gross Domestic Product;

1. Calls for a systematic redistribution of the European Union’s budget surpluses to States which are net contributors to the European budget to help them to cushion the economic impact of the spread of Covid-19 on their public finances;

2. Calls for the co-financing rate to be raised to 100% for European structural funding released in connection with Covid-19, which currently amounts to EUR 37 billion;

3. Calls for the European Union Solidarity Fund to be mobilised to assist the regions worst affected by the spread of Covid-19.
