On 16 April 2019, the Commission published a communication on activating the passerelle clauses in social policy, which would mean that qualified majority voting and the ordinary legislative procedure would be used. Does this mean that qualified majority vote will be used for language and education policies?

In view of the potential activation of the passerelle clause in social policy, what concrete initiatives can the Commission come up with in relation to the linguistic and cultural rights of EU citizens?

Has it drawn up an agenda on better law-making in social policy and what are its current top priority areas?
