The Under Secretary of State for Economic Growth, Energy, and the Environment ("E") leads the State Department's efforts to develop and implement international policies related to economic growth, energy, agriculture, the ocean, the environment, and science and technology. The Assistant Secretaries of the bureaus and offices in the E family advise the Under Secretary, work closely under his leadership with the Department’s regional bureaus and U.S. embassies and Consulates overseas, and guide the policy direction within their jurisdiction to: advance the Department’s economic development agenda; elevate and intensify our efforts related to energy security, clean energy, and environmental sustainability; and foster innovation through robust science, entrepreneurship, and technology policies. The E Under Secretariat includes: • Bureau of Economic and Business Affairs • Bureau of Energy Resources • Bureau of Oceans and International Environmental and Scientific Affairs • Office of Global Food Security • Office of Global Partnerships • Office of the Chief Economist • Office of the Science and Technology Adviser • Office of Subnational Diplomacy Jose W. Ambassador at Large for Cyberspace and Digital Policy Nathaniel C. Fick traveled to New York for the United Nations Global Roundtable on ICT security capacity building. This high-level meeting was designed to convene an action-oriented multistakeholder discussion to advance the international community’s work on capacity building in concrete ways. Digital and cyber capacity building activities are powerful signs of digital solidarity in action and advance implementation of the UN-affirmed Framework of Responsible State Behavior in Cyberspace, including States’ capacity to manage cyber-related threats. On the margins, Ambassador Fick met with Open-ended Working Group (OEWG) Chair Burhan Gafoor, Ambassador and Permanent Representative of Singapore to the UN in NY; Singapore Minister-in-charge of Cybersecurity Josephine Teo; and Brazilian Executive Secretary for the Institutional Security Bureau Ivan de Sousa Correa Filho. They discussed leadership in this venue, continuing positive momentum, and plans to transition the OEWG to an action-oriented forum as a future permanent mechanism for dialogue on cyberspace security issues at the UN. As the United States transitions to implementing our recently released International Cyberspace and Digital Policy Strategy, this engagement advances our efforts in Action Areas 3 and 4 of the Strategy. And as Secretary Blinken said while announcing the Strategy, “Building consensus around an affirmative vision is the first line of our tech diplomacy. But the rules, the standards, the norms that societies follow are going to determine whether this technology is used for good or whether it’s used for ill."
